Reasons for Exemption
The Project as proposed consists of a limited number of new, small facilities or structures; installation of small new equipment and facilities in small structures. Specifically, the project involves the addition of structures accessory to the current public recreational property along with associated equipment. Further, the Project is consistent with the normal operations of a public gathering facility as it includes the addition of equipment consistent with the uses of a public park that has been utilized for a similar purpose for at least 3 years prior to the subject Project application. Furthermore, the Project does not trigger any of the exceptions to use of an exemption as outlined in Section 15300.2 of the CEQA Guidelines in that: a. Location. The Project includes a Class 03, and Class 23 exemption; however, the Project is not located in an area of critical concern where designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local agencies. b. Cumulative Impact. The project will not result in a cumulative impact from successive projects of the same type in the same place, over time, given the proposed project is consistent with the General Plan policies which were addressed in the 2012 General Plan Final EIR. c. Significant Effect. There are no unusual circumstances surrounding the proposed project that would result in a reasonable possibility of a significant effect on the environment, in that the area of impact will not be significantly disturbed with construction activities. d. Scenic Highways. The project is west of State Route 78; however, only portions of the freeway within Anza-Borrego Desert State Park are officially designated as a scenic highway. The proposed project will not damage scenic resources, including trees, historic buildings, rock outcroppings or similar resources, because no scenic resources have been identified within the project vicinity. e. Hazardous Waste Sites. The proposed project is not located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. f. Historical Resources. The proposed project will not cause a substantial adverse change in the significance of a historical resource, as no historical resources have been identified in or surrounding the proposed project site.
