The Project will consist of a cannabis nursery project in the City of Oakland. The project will consist of approximately 5,707 square feet of immature plant area on muti-tiered tables. The project will consist of interior modifications to an existing building that was previously used for office inventory storage site, and an auto repair shop. The projected amount of water and electricity for the nursery project will be Water 3,000 gallons-per-day. There will be no expansion of existing structures and no new construction of new structures.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 3 and Class 32 Categorical Exemption project. Class 3 Categorical Exemptions consist of the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Class 32 Categorical Exemptions consist of projects characterized as in-fill development that satisfies the following: is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; occurs within city limits on a project site of no more than five acres; is substantially surrounded by urban uses; has no value as habitat for endangered, rare or threatened species; would not result in any significant effects relating to traffic, noise, air quality, or water quality; and can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
