Document Description
The project consists of the installation of four new metal cutting operations and one confined abrasive blasting operation. Each metal cutting operation will consist of a plasma cutter with a downdraft table and a dedicated dust collector. The abrasive blasting operation will consist of a blasting cabinet equipped with an integral dust collector and will use steel shot as the primary abrasive media.

Reasons for Exemption
The City of Escalon (City) was the Lead Agency for Project 23-786 which covers this District ATC Project No. N-1252436. The City determined that the Project is exempt from further environmental review pursuant to Sections §15168 (“Program EIR”) and §15183 (“Projects Consistent with a Community Plan, General Plan, or Zoning”), based on the Modified Initial Study concluding that the Project is consistent with the Liberty Business Park Specific Plan EIR (SCH #2005112001) and the City’s General Plan EIR (SCH #2004092075). Pursuant to CEQA Guidelines §15250, the District is a Responsible Agency for the Project via its Permits Rule (Rule 2010) and New Source Review Rule (Rule 2201), (CEQA Guidelines §15381). The District’s engineering evaluation of the project demonstrates that compliance with District rules and permit conditions would reduce Stationary Source emissions from the project to levels below the District’s thresholds of significance for criteria pollutants. Thus, the District concludes that through a combination of project design elements and permit conditions, project specific stationary source emissions will be reduced to less than significant levels.
