Document Description
Special Use Permit No. PSP 87-107 (PC) was approved by the Tulare County Planning Commission on November 18, 1987, which established a dairy/feedlot with 2,000 milking stock and 2,850 support stock (3,677 animal units) on a 150-acre parcel in the AE-40 (Exclusive Agricultural - 40 acres minimum) Zone. The requested minor modification to Special Use Permit No. PSP 87-107 (PC), is to add one (1) freestall barn, and four (4) future freestall barn structures. The beneficiaries of the Project would be the applicant.

Reasons for Exemption
Project is categorically exempt, consistent with the California Environmental Quality Act of 1970 (CEQA) and the State CEQA Guidelines, pursuant to Title 14, Cal. Code Regulations Section 15303(e) New Construction or Conversion of Small Structures. The use of 15303(e) is applicable and appropriate as the proposed project will not alter the approved use of the site and is for accessory structures. The additional freestall barn structures would add greater comfort for the animals. Therefore, the lead agency concludes that the proposed Project fits under the exemption as it is consistent with the Tulare County Zoning Ordinance and General Plan.
