Document Description
Liberty Utilities proposes to install a new 1,650-foot water pipeline within the public right-of-way of Angeles Crest Highway (SR-2) in the City of La Cañada Flintridge. The pipeline would connect the existing Liberty Utilities system with the La Cañada Irrigation District system to provide and receive emergency water supply. The project involves excavating trenches up to seven feet deep, installing the pipeline, and constructing a pump station at Angeles Crest Highway and Starlight Crest Drive, which would require easements from the La Cañada Flintridge Country Club Golf Course and a private homeowners’ association. Construction activities would be managed through a construction management plan, with the right-of-way restored to its original condition upon completion. Construction is anticipated to begin in spring 2026 and last approximately six months, with final electrical equipment installation expected in summer 2027.
The Project consists of installation of utility extensions and associated new equipment to connect existing facilities and would not change the permitted use of an existing facility. The Project would not require alterations to any undisturbed land or removal of scenic trees. Work completed in the right-of-way would be left in a safe condition, and upon completion, the right-of-way would be restored to at least its original condition.
