Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Specialty Cottage Mixed-Light Tier 2 and Transport-Only Distribution License submitted on 6/2/2019 and 2/7/2019, by Halakona LLC. The proposed project will operate a specialty cottage mixed light tier 2 and transport only distribution license out of an existing facility located at 11322 Bottle Rock Rd. Road, Kelseyville, CA 95451 (APN 011-068-67). The applicant will store cannabis products for cultivation and transport-only distribution in 3,769 square feet facility. Total cultivation canopy size is 2,304 square feet. Processing and immature plant areas are on-site, water is sourced from a groundwater well and energy is provided by PG&E.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 4 Categorical Exemption Project. Class 4 Categorical Exemptions allows for minor public or private alteration in the condition of land, water, and/or vegetation that do not involve the removal of healthy, mature, scenic trees, except for forestry and agriculture purposes. The site would be developed within a previous graded and/or disturbed area with a slope of less than 10%. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
