modifications are made in the exterior of the structure. Level I Harbor Development Permit (HDP) 25-004 was originally
issued to Moffatt & Nichol on November 11, 2025 for new installation of Weigh in-Motion Sensors, inductive loops, and
associated infrastructure to conduct a loading reliability analysis.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private

except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves potholing up
to six (6) areas approximately 10-feet in depth and backfilling where the surface will be restored.

The Class 6 Categorical Exemption consists of basic data collection, research,
experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an

location of existing underground utilities which will not result in a serious or major disturbance to an environmental
resource.
