Reasons for Exemption
The Proposed Project is exempt from the requirements of the California Environmental Quality Act (CEQA) for the following independent reasons: • Class 1 – Existing Facilities (CEQA Guidelines §15301): The Project consists of the installation of water measurement devices on existing private and public pumps, as well as installation of mechanical equipment and minor alteration of existing structures within existing public water conveyance systems, involving no expansion of use beyond that existing at the time of the lead agency’s determination. Work will be temporary in duration and will not result in serious or major disturbance to any environmental resource. • Class 2 – Replacement or Reconstruction (CEQA Guidelines §15302): The Project consists of the installation of water measurement devices on existing private and public pumps, as well as installation of mechanical equipment and minor alteration of existing structures within existing public water conveyance systems. The water measurement devices and mechanical equipment will be installed on existing public and private infrastructure and will serve to improve water measurement on these existing systems. • Class 6 – Information Collection (CEQA Guidelines §15306): The Project consists of the installation of water measurement devices on existing private and public structures, as well as installation of mechanical equipment and minor alteration of existing structures within existing public water conveyance systems. The water measurement devices and mechanical equipment will be installed on existing public and private infrastructure and will serve to improve water measurement data collection on these existing structures.

Reasons for Exemption
It can be seen with certainty that there is no possibility that the Project may have a significant effect on the environment. All work will be confined to previously disturbed areas, on existing structures, will be short-term and localized, and will incorporate best management practices and protective measures to avoid impacts to environmental resources.
