The project includes the minor alteration of a public structure (pedestrian trail) involving negligible or no expansion of existing or former use; specifically, the project consists of the replacement of a pedestrian bridge over the San Leandro Creek. Severe damage occurred to the pedestrian bridge during a major storm event in March 2023 and the bridge was demolished in 2024. The beneficiaries of the project would be trail users within the local community.

Reasons for Exemption
The project is categorically exempt from CEQA under the "Class 1" (14 CCR § 15301) exemption per the State CEQA Guidelines because it involves the replacement of an existing pedestrian trail under (c) (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities). The new bridge would be 117 feet, 6 inches in length and up to 9 feet in width, involving negligible expansion of the existing use. Any addittional changes shall be made to existing impervious sections.
