Document Description
The project consists of a Small Outdoor license located at 3500 Goat Rock Rd Ukiah, CA 95482. This project is locally authorized to cultivate of 7,223 sq ft of mature cannabis and 552 sq ft of immature cannabis as part of a legacy site that has been in existence since 2016. There are no other cannabis licenses or applications on site and a local permit (CAN-C-2017-0623) for 2B Mixed-Light cultivation was approved on 6/24/2024 with expiration date 6/24/2025. 14 existing hoop houses will be used for cannabis cultivation. Processing, compost, and harvest storage will be housed in a shed on site. Cannabis will be irrigated using a permitted well located on site and 150,000 gallons is estimated to be withdrawn each year The project would continue to receive electricity from onsite solar arrays and a backup battery and would not include any new or expanded cannabis cultivation operations that would require increased energy resources at the project site. Wastewater from the house is treated by a permitted septic tank and leach field. Unnamed tributaries to Feliz Creek flow through the project site; however, the project would not divert any surface water. No other streams, lakes, rivers, channels, or wetlands features on site and project would not violate any water quality standards, waste discharge requirements or otherwise substantially degrade surface or ground water quality. The California Department of Fish and Wildlife (CDFW) reviewed the initial application and determined that a Lake or Streambed Alteration Notification is not required (EPIMS-MEN_13283-R1C). Applicant meets waste discharge requirements per Water Quality Order WQ 2023- 0102-DWQ (WDID # 1_23CC453477). No changes in operation are proposed, no ground disturbing activities and no expansion of the cultivation area has occurred since 2021 when the current cannabis cultivation footprint was established. No special status species have been mapped by CNDDB on this parcel. However, various special status plants and animals are known to occur in the vicinity of this project. Since this is an existing project and no soil disturbing activities are proposed and no trees will be removed, no impacts will occur to special status species as a result of this project.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
