This project is a Commercial Cannabis Business Permit for the establishment of a retail cannabis business in accordance with the City’s Cannabis Business Permit Ordinance (Santee Municipal Code Chapter 7.04). The retail business would occupy the ground floor (1,820 square feet) of a 4,950 square foot existing industrial office building. The top floor will remain an industrial office and the 13,680 square foot multi-tenant industrial building also located on the site will remain. The project will update the 4,950 square foot building with new paint, windows, exterior lighting, landscaping and video surveillance. The multi-tenant industrial center is on a 1.16-acre lot located at 10439 Prospect Ave, Suite A in the General Industrial (IG) Zone.

Reasons for Exemption
The project consists of the conversion of the bottom floor (1,820 square feet) of 4,950 square foot existing industrial office building. The multi-tenant industrial center is on a 1.16-acre lot in the IG Zone, in an urbanized area with all necessary public services available to serve the site. The surrounding area is developed with urban uses and would not be considered environmentally sensitive. The top floor will remain an industrial office and the 13,680 square foot multi-tenant industrial building also located on the site will remain. The project will update the 4,950 square foot building with new paint, windows, exterior lighting, landscaping and video surveillance. The conversion does not exceed 10,000 square feet and the proposed retail use will not involve significant amounts of hazardous substances. Through review of the project and project site, none of the exceptions in Section 15300.2 exist and the project may rely on the categorical exemption.
