Document Description
The proposed Project is the development of a new O’Reilly Auto Center on a 1.94-acre vacant lot. The building would be a single-story block building 7,225 sq ft. The O’Reilly Auto Center will operate as a retail auto parts and equipment store. No vehicle maintenance or operations will occur onsite. The proposed facility will be staffed with 4-6 employees (2 shifts) with hours of operation from 7:00 am – 9:00 pm. The pavement area will include 20,577 sq ft. with 39 parking spaces. Ingress and egress will be from Malpaso Road. Construction of the Project is planned from late March 2026 to late August 2026. The Project Site is comprised of one (1) parcel, Accessor Parcel Number (APN) 3066-221-01 in the unincorporated Phelan Piñon Hills community in San Bernardino County (see Figure 1 – Regional Location). The Project Site is located at 3919 Phelan Road, Phelan California at the intersection of Phelan Road and Malpaso Road (see Figure 2 – Project Vicinity). The Proponent of the Project is O’Reilly Auto Enterprises, LLC., and the CEQA Lead Agency is the County of San Bernardino. The Project Site is within the San Bernardino Countywide Policy Plan and is currently designated with the zoning of Phelan/Piñon Hills/General Commercial (PH/CG). The Project Site is populated with Western Joshua Trees (Yucca brevifolia) scattered throughout the parcel. Consequently, specific mitigation measures must be implemented to address the environmental impact on these protected trees. As part of the mitigation strategy, where feasible, Joshua Trees will be incorporated into the Project's landscaping plan as a protect in place measure. An Incidental Take Permit will be obtained through the California Department of Fish and Wildlife for trees that cannot be relocated onsite and was submitted May 20, 2024.
