The Project will consist of approximately 22,000 square feet of cannabis canopy within a fully fenced enclosure. At full buildout, mature plants will be grown in 28 20’x50’ greenhouses and 7 14’ x 50’ greenhouses. No immature plants will be grown on site. Structures used to support cultivation activities include an 8’ x20’ shipping container for pesticides/agricultural chemicals and tools; a cannabis waste storage area; and a solid waste storage area. An existing groundwater well for irrigation use will fill seven (7) 2,500-gallon water tanks prior to delivery to the plants. The project footprint is approximately 1 acre. The project site was previously cleared; no grading is proposed. Activities involved with the establishment of the operation include construction of the greenhouses; installation of solar panels; installation of irrigation lines and water tanks; and construction of security fencing around the project site. The operation would have 1 full-time employee with a working shift of 10 AM to 6 PM and 3 part-time employees, which would work variable hours as the business requires.

Notice of Exemption
Exempt Status
Statutory Exemption
Type, Section or Code
CCR, Sec. 15183, Division 10, Chapter 2, Section 26012
Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
