Reasons for Exemption
The City has found that the proposal consists of the installation of a water main, other utilities, and small structures. No mature trees will be removed as part of the project. The application meets the standards for Section 15303(d) in that the construction will include a water main, other utilities, and a small structure, and will involve minimal to no land alteration in an area that was previously developed and permitted as a landfill. The project site is located in the City’s Right-of-Way. None of the project sites are environmentally sensitive, and they will not result in significant effects to traffic, noise, air quality, or water quality with the construction of the new facilities. No significant adverse effects were identified during the evaluation process.
Therefore, the City of Whittier has determined that the project will not have a significant effect on the environment and a Notice of Exemption will be filed pursuant to Section 15062 of the CEQA Guidelines.
