Document Description
The project consists of replacement of 320 linear feet of existing six-inch sewer pipe with 10-inch pipe on Main Street and Providence Avenue and construct approximately 40 linear feet of new 10-inch sewer pipe and a new manhole of Main Street. Additionally, the scope of work would also include reconnecting all impacted service laterals. In addition to the sewer improvements, this project will also rehabilitate an existing 50”x31” Corrugated Metal Pipe (CMP) Storm Drain crossing Tustin Street, north of Katella Avenue. The rehabilitation is needed to fix damage within the existing storm drain pipe. The proposed sewer improvements and storm drain rehabilitation will be constructed and done within the existing street right-of-way.

Reasons for Exemption
The CEQA Guidelines, Section 15301 categorically exempts projects that involve the repair, maintenance, or minor alteration of existing facilities within public right-of-way including “existing highway and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities”. The project is exempt because it involves the upgrade and/or replacement of existing sewer and storm drain lines that are physically damaged and/or to address an existing capacity deficiency that is identified in the City’s approved Sewer Master Plan. The proposed work does not trigger the exceptions to exemptions listed in CEQA Guidelines Section 15300.2, and does not expand the existing use.
