Document Description
The County of Ventura proposes retrofitting 38 existing roadway storm drain catch basins with full capture trash excluder devices, in accordance with the requirements of the Statewide Trash Provisions and the Los Angeles Regional Municipal Separate Storm Sewer System Permit. The 38 existing roadways storm drain catch basins are located within the existing paved roadways or the roadway shoulder, with the County right-of-way, and the trash full capture excluder devices will be installed within the concrete catch basins.
For two catch basin with deteriorated infrastructure (one location in Oak View and one location in Las Posas Estates), the existing riser structures will be replaced with precast drop inlets to accommodate installation of full capture trash excluder devices, as it is feasible to install the devices in the existing infrastructure. For these two locations, the replacement structures will not expand the existing use. Minor excavation around the two existing riser structures to be replaces will be required (excavated materials to be replaced or hauled off-site for disposal).

Reasons for Exemption
The proposed project is categorically exempt under Class 1 (Section 15301) because it involves minor alteration and negligible or no expansion of existing use of existing catch basins within existing roadways. Categorical exemptions exceptions do not apply to the project (Section 15300.2) because work will not impact nesting birds/endangered species and water quality, and will ultimately improve water quality by capturing trash in runoff and preventing trash from reaching waterways.
