Document Description
The Kings County Lemoore project proposes to serve an estimated 1,170 unserved locations. There are approximately 1,445 unserved units in the project area. An estimated unserved population of 4,472 would be offered service. An estimated total population of 4,472 will benefit from these investments in the communities of Lemoore and Hanford. The last-mile fiber project will provide up to 1,250/1,250 Mbps service to consumers. Comcast was not able to secure permission from the Santa Rosa Rancheria Tachi Yokut Tribe. Therefore, Tribal land will be removed from the project. Land use along the Project alignment is predominately agricultural, with dispersed rural residences.

The Project alignment is located along 11th Avenue, 12th Avenue, 13th Avenue, 14th Avenue, 15th Avenue, 16th Avenue, Houston Avenue, Idaho Avenue, Iona Avenue and South 11th Avenue. Further, The Project is located in unincorporated Kings County north of the City of Lemoore. The Project alignment is located along 19 Avenue, 20 1/2 Avenue, 20 Avenue, 21 Avenue, 22 Avenue, Elgin Avenue, Everett Avenue, Fairfax Avenue, Fargo Avenue, Flint Avenue, Fremont Avenue, Grangeville Boulevard and State Route (SR)-41. The Project is located in unincorporated Kings County east of the City of Lemoore and west of the City of Hanford. The Project alignment is located along 16th Avenue, 16th Road, Houston Avenue, Houston Road, and West Hanford Armona Road. The Project is located in unincorporated Kings County northwest of the City of Lemoore. The Project alignment is located along 19 Avenue, Fairoaks Avenue, Grangeville Boulevard, Hanford Armona Road, State Route (SR)-41, Lacey Boulevard, West Glendale Avenue, and West Hanford Armona Road. Land use along the Project alignment is agricultural and residential. The geography of the area is that of intensive agriculture. The terrain is flat, with little topographical relief
along the Project alignment. Urban/suburban development is found southeast of the Project area in the City of Lemoore. SR-41 is the primary arterial road in the Project area.

Reasons for Exemption
Under Decision D. 22-04-055, Section 3, and under Resolution T- 17870 the CPUC Commission determined that these projects planned by Comcast for Kings County Lemoore would fall within one of several categorical exemptions under CEQA. Section 15301 consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Additionally, 15302 and 15303 consist of replacement or reconstruction of existing structures and facilities and new construction or conversion of small structures, as well as 15304, and 15332 respectively.
