Document Description
This project includes water improvements as follows: The water improvements will replace approximately 0.37 miles (1950 linear feet) of existing 4 inch cast iron water main with an 8 inch Polyvinyl chloride (PVC) water main within the Summit Drive and Midvale Drive right-of-way. The new water line will connect to existing water line at Eastridge Drive from one end and cul-de-sac of Summit Drive and end of Midvale Drive at the other two ends. Street Restoration: After replacement of underground utilities, the street restoration will consist of restoring 2-3 foot wide trench with base materials and asphalt pavement to match existing conditions along Summit Drive, Midvale Drive, until the cul-de-sac of Summit Drive and end of Midvale Drive. The disturbed proiect site has no value as habitat for endangered, rare, or threatened species, Summit Drive, and Midvale Drive are not designated scenic highways adiacent to the proiect site. The proiect site is not listed on Geotracker as having an active clean-up site assessment pursuant to lists identified under Section 65962.5 of the Government Code. The proiect site does not impact historical resources.

Reasons for Exemption
A Class 1 exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. Class 4 consists of minor public or private alterations in the condition of land, water, and or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include but are not limited to: (f) Minor trenching and backfilling where the surface is restored.
