Renewal and approval of the contract with Tetra Tech BAS to provide landfill gas (LFG) services for South Region landfills including services at Prima Deshecha Landfill and at five closed landfill sites in support of regulatory compliance and ongoing post-closure maintenance activities. Services may include management and maintenance of LFG collection systems; diagnostics and repairs; reporting and performing various types of sampling and testing for surface, subsurface, and ambient air emissions; performing mitigation measures; and as-needed services required to support compliance with regulatory requirements.

Reasons for Exemption
The proposed action allowing for landfill gas management services at other various South Region closed sites (Del Obispo, San Joaquin, Forster, Lane Road, and Coyote Canyon) is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to section 15301 of the CEQA Guidelines, since section 15301 exempts projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographic features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The proposed action is also separately and independently Categorically Exempt (Class 8) from the provisions of CEQA pursuant to section 15308 (Actions by Regulatory Agencies for Protection of the Environment), since section 15308 exempts actions taken by a public agency for the protection of the environment. This contract will allow for continued monitoring, maintenance, and management of the existing landfill gas control systems at South Region closed landfills, and contract work at closed sites will only serve to enhance environmental protection and site integrity associated with ongoing closed-site maintenance activities, in conformance with environmental protection requirements pursuant to monitoring, reporting and compliance agreements with regulatory entities for ongoing closed site maintenance, which is consistent with a Class 1 and Class 8 Categorical Exemption determination.
