Document Description
The Cold Springs Tribal Digital Rancheria (CSTDR) is located on Cold Springs Rancheria, Tollhouse, Fresno County. The project will require a total of 10,266 feet of fiber optic cable installed underground along Sycamore Road, Coyote Drive, Vincent Fire Road, Pahubich Drive, and Holkoma Drive. Forty-eight of the proposed 50 served locations are on federal trust land (the Rancheria itself) and two are offices (anchor institutions) located along Sycamore Road.

Reasons for Exemption
Under Decision D. 22-04-055, Section 3, and under Resolution T- 17872 the CPUC Commission determined that these projects planned by CSR Tribal Digital Village would fall within one of several categorical exemptions under CEQA. Section 15301 consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Additionally, 15302 and 15303 consist of replacement or reconstruction of existing structures and facilities and new construction or conversion of small structures, also 15304, and 15322 respectively.
