Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-NAP-56225-R3, pursuant to Section 1602 of the Fish and Game Code to Pacific Gas and Electric Company. The Project is limited to the replacement of approximately 145 feet of six-inch diameter gas pipe from an existing gas transmission pipeline alignment that runs adjacent to and along the top of bank of Napa Creek. Construction methods involve excavating two bell holes measuring approximately six-foot long by by six-foot wide by eight-foot deep at each end of the replacement section of pipe. An excavator will then excavate a trench approximately 135 feet long by two feet wide by eight feet deep following the current pipeline alignment and cut the pipeline at each end, remove the existing pipe segment, and replace it with a six-inch diameter pipe. The depth of top-of-pipe from top-of-grade will be approximately 4 feet. Excavated material will be temporarily side-cast in upland areas. Following the completion of pipeline installation, the excavated areas will be backfilled with native material and the areas will be returned to pre-construction contours and habitat will be restored. Multiple temporary staging and laydown areas (less than one acre in total) in upland/agricultural areas will be utilized outside of the Napa Creek channel, bank, or riparian zone, pending land agreements. Access roads consist of existing walking path from adjacent private property. Site preparation will include vegetation clearing and pruning of four riparian trees for access: two coast live oak trees (Quercus agrifolia) with diameters at breast height (DBH) of 11 to 15 inches, one California walnut (Juglans californica) with DBH of 10 inches, and one Deodara cedar (Cedrus deodara) with DBH of 14 inches. In addition to the pruned trees above, two willow trees (Salix sp.) with DBH of 11 to 15 inches, and two coast live oaks with DBH of 14 top 20 inches will be removed. In addition to tree trimming and removal, approximately 6,000 square feet of understory brush including invasive Himalayan blackberry (Rubus armeniacus) and English ivy (Hedera helix) will to be cleared for access. The Project will result in 0.138 acre (6,000 square feet) and 135 linear feet of temporary impacts to stream and riparian habitat. No permanent impacts will occur.
