The project proposes to amend the existing Manhattan Beach Municipal Code (MBMC) and Manhattan Beach Local Coastal Program (MBLCP) to update and supplement provisions related to sidewalk dining, outdoor dining on private property and commercial vehicle loading in the following chapters or sections: 1. MBMC/MBLCP Chapter 7.36 (Private Use of the Public Right of Way) 2. MBMC Section 10.60.080/MBLCP Section A.60.080 (Outdoor facilities) 3. MBMC Chapters 14.01 (Definitions) and 14.44 (Stopping for Loading or Unloading Only) Sidewalk dining regulations would become applicable only to Downtown and North Manhattan Beach commercial zoning districts (CD and CNE, respectively), while private property outdoor dining would continue to be allowed citywide. The outdoor dining provisions would focus on operational standards that have since changed as a result of COVID-19, and reflect input received from the City's outdoor dining task force and community outreach efforts. New sections in the City's Traffic Code would regulate the location and hours of commercial vehicle loading activities to address noise and access impacts to residential uses in proximity to commercial uses.
