Reasons for Exemption
The adoption of the regulation is exempt because it falls under the “Class 8” exemption as defined in the CEQA Guidelines section 15308. The AB 1311 Bag Drop Emergency Regulations are intended to protect the state’s environment through providing more options for the convenient recycling of beverage containers.
