The project consists of the repair, maintenance, or minor alteration of existing structures or topographical features, involving negligible or no expansion of the existing or former use. Here, the proposed project includes new and replacement signage, modification to the exterior paint color of an existing commercial building, outdoor display of retail products associated with an existing plant nursery business, and reconfiguration of an existing surface parking lot to provide four tandem parking spaces. These items involve minor alteration of the existing structure and negligible expansion of the existing use in that no floor area additions are proposed, the existing building would not increase in height, and the project, as conditioned requires only to additional off-street parking spaces, which will be provided on-site.
