Document Description
CRC proposes to rework 392 CJ78 by installing an expandable casing liner in the well, replacing the injection equipment, testing the well, and returning it to injection in the Huntington Beach oil field. The proposed project is within an existing well cellar. This rework is to repair an injection well with known casing damage after a failed mechanical integrity test. The well will return to injection as a waterflood well (already approved within project) following the rework activities. The rework does not change the well type. The well is an injector within the UIC project 320-00-6014. The rework is not an expansion, and it is a continuation as the injection well is already approved within the project.
Temporary equipment such as pumps and return bins may be needed. No permanent facilities will be constructed. No expansion of associated facilities will be required. Various mobile temporary equipment will be used including, but not limited to, drilling rig, workover rig, etc., and vehicles to transport personnel and materials to/from the site. There will not be new ground surface disturbance associated with this project. Any waste materials will be properly disposed of in accordance with all applicable laws and regulations.
The proposed project is located onshore on a privately owned multi-well area which overlie minerals owned by the California State Lands Commission and leased by California Resources Production Corporation (CRPC) solely for the purpose of oil and gas exploration and production.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR § 15301) exemption per the CEQA Guidelines because the proposed project is a repair or minor alteration of existing facilities and will not involve an expansion of use of the oil field and therefore is exempt from the need for full CEQA review. Additionally, in accordance with 14 CCR § 1684.1 the Class 1 exemption consists of operation repair, maintenance, minor alternation of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing previously. The proposed work involves altering the existing casing and/or wellhead of an existing well to restore productivity and address a known integrity issue. Additionally, a CalGEM engineer has confirmed that the proposed work would be a continuation of operations within UIC Project 32006014, as permitted by the project approval letter (PAL).

Reasons for Exemption
Class 2 applies because it consists of “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.” Examples of Class 2 include, but are not limited to, “Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The proposed project is the rework of an existing wellbore which is needed to install a casing liner in a well with known casing damage. The rework will be on the same site and would have substantially the same purpose and capacity as the well did before the rework. Additionally, a CalGEM engineer has confirmed that the proposed work would be a continuation of operations within UIC Project 32006014, as permitted by the project approval letter (PAL).

Reasons for Exemption
Class 4 exemption applies. The proposed project would be conducted entirely on an existing pad with enough space to contain all equipment. The project would not disturb any undisturbed areas. The proposed project is located within an industrial area and existing well cellar. Therefore, the proposed project “consists of drilling operations that result in only minor alterations with negligible or no permanent effects to the existing condition of the land, water, air, and/or vegetation.” The rework would not expand the facility.
