Document Description
The Project will consist of 10,000 square feet (sqft) of indoor cannabis cultivation in an existing 6,375 sqft industrial manufacturing facility previously used as a workshop for furniture restoration and fabrication. The parcel is 0.7 acres in size and is in a planning zone designated for business mix in which cannabis use is consistent with the City of Oakland’s Municipal Code Chapter 5.81 and all associated community plans, general plan, and zoning designation. The site is surrounded by commercial uses (landscape company, printing company), machine manufacturing, recycling center, and residential areas. No expansion of the building footprint is proposed, and only tenant improvements are needed to rehabilitate the facility to be fit for cannabis use. The site is served by PG&E and EBMUD for power and water respectively. The site has no value as a historic resource, sensitive habitat, or other unique characteristics.

Reasons for Exemption
Class 32 Categorical Exemptions are consistent with applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations, occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses, has no value, as habitat for endangered, rare or threatened species, would not result in any significant effects relating to traffic, noise, air quality, or water quality, and can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
