City determined that the project is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15304 (Minor Alterations to Land), Section 15323 (Normal Operation of Facilities for Public Gatherings), and Section 15061(b)(3) of the CEQA Guidelines. The project is categorically exempt because it would entail a minor temporary use of land having negligible or no permanent effects on the environment. Additionally, the project consists of the normal operations of the Field of Dreams for a series of special events. The Field of Dreams has a history of being used for public gatherings, tournaments, sporting events, and music festivals, was designed for this purpose, and there is a reasonable expectation that future occurrences would not be a change in the operation of the Field of Dreams. Finally, the project is exempt because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
