Pursuant to CEQA Guidelines §15061 (b)(3) (Common Sense Exemption), this activity is exempt because it can be seen with certainty that there is no possibility that the acquisition itself will have a significant effect on the environment. The land purchase will not cause any physical change in the environment, nor does it include any approval of development or construction. Additionally, in accordance with CEQA Guidelines §15004(b)(2)(A), land acquisition prior to CEQA review of a proposed project is appropriate where no formal commitment is made to a definite course of action. Any future project involving development or construction on the site will be subject to full CEQA compliance, including environmental review and public disclosure, before any approval or implementation.
