Document Description
The project proposes to renovate the interior of an existing building located at 5040 Shoreham Pl, San Diego, CA 92122. The building is a one-story, metal-framed building that is approximately 23,000 square feet and was previously used as a law office. The renovation will create a 24 hour veterinary clinic with emergency/critical care, oncology, and surgery specialties. It is estimated that there will be 40 to 45 employees during the day shifts and 10 to 12 employees in the evening shifts. An existing UC Davis vet clinic is 4 miles away from the new Janice K. Hobbs UC Davis Veterinary Medical Center and will remain operation until the new facility opens in late 2025. The project will modify the internal footprint to deliver 17 exam rooms, three surgical suites, intensive care unit, anesthesia area, and emergency room; and a compounding pharmacy for pet medications. A specialty wing of the building will consist of cardiology, endoscopy, oncology, nephrology, and ultrasound rooms. The scope of work includes associated modifications to building systems. The project will provide minimal exterior modifications to the main arrival area, as well as accessible parking upgrades.

Reasons for Exemption
This project qualifies as categorically exempt under Exemption Class 1 of the Guidelines for the Implementation to the California Environmental Quality Act (CEQA). This exemption applies to the operation, repair, maintenance or minor alteration of existing public or private structures, facilities or mechanical equipment, involving negligible or no expansion of the existing use. The proposed project would provide interior renovations to an existing building, with minimal modifications to the exterior to improve the arrival area and provide accessible parking upgrades. The use would change from a law office to a veterinary clinic; however, the expansion of use of the building would be negligible as the building would remain the same size, still offer client-based services, and can be accommodated by the exiting number of parking spaces. Furthermore, the vet clinic’s use would be consistent with the surrounding area that is primarily commercial. In addition, none of the exceptions for application of a categorical exemption apply to this project.
