Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-CCA-57024-R3, pursuant to Section 1602 of the Fish and Game Code to Valero Refining Company – California, as represented by Mark Galicia.
The project proposes to conduct assessments and maintenance at four locations along the San Joaquin Valley Crude Pipeline that have exhibited thinning. The project is limited to the following activities: clearing and grubbing; excavation of the pipeline at each site; installation of trench plates; installation of coffer dams as necessary; pumping of standing water to a water tank to dry each trench; removal of pipeline coating to facilitate external inspection for anomalies; repairs to the pipeline as needed; and the backfill of trenches and restoration of each site to pre-construction contours. Equipment may include an excavator, backhoe, hand tools, generators, dewatering pumps, water storage tanks, hoses, dump trucks, reach lift, compressor, welding rig, semi-truck tractor, sandblaster, and pump truck. Hand digging will be utilized when in close proximity to the pipeline. Access routes will be restricted to existing paved and dirt roads, and will be cleared to the extent necessary to allow equipment to reach the work site, while staging and work areas will encompass only the area needed to perform pipeline maintenance. Temporary impacts will occur to approximately 0.391 acres of brackish marsh habitat and 0.064 acres of freshwater emergent habitat as a result of project activities, and no trees will be removed.
