Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Small Indoor commercial cannabis license submitted on 1/28/2025, by Humboldt 454 LLC. The proposed project is a small indoor cultivation license located at 1125 and 1325 Northwestern Ave. in Humboldt County on APN’s 205-111-068 and 205-111-074. The cultivation would occur within multiple greenhouses built to a maximum of 93,800 square feet, located on parcel 205-111-074. The headhouse will be divided into separate areas, including office space, utilities, processing, shipping, and storage areas. Processing (drying and trimming) is proposed to occur within the headhouse which is attached to and included in the square footage for the greenhouses; the cannabis processing rooms are shared with DCC license CCL18-0003083. Additional processing areas are located on parcel 205-111-068 and shared with the processing areas for DCC license CCL18-0003083. A portion of the nursery operations conducted under DCC license CCL19-0004553 occur within the greenhouse/headhouse. The applicant has local approval for up to 54,610 square feet (sf) (canopy area) tied to the greenhouses on parcel 205-111-074. The building on parcel 205-111-068 is existing and cannabis cultivation is currently occurring under existing DCC licenses. The greenhouses on parcel 205-111-074 are existing. Water is sourced from a retail water supplier, and power is sourced from the grid.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
