Document Description
The proposed Brodiaea 48 Stockpile Project (Project) involves the construction of a temporary stockpile of approximately 70,800 cubic yards of infill material on an approximately 9.70-acre undeveloped site. The City of Moreno Valley will serve as the Lead Agency for this proposed Project and will oversee the Project’s California Environmental Quality Act (CEQA) compliance. The Project site is surrounded by a limited residential development. Stockpiled material would be transported from an adjacent parcel and be spread across an approximately 6.91-acre area of the center of the Project site, creating a largely level surface that slopes downward toward the Project site boundaries. The stockpiled material would be transported via truck from an adjacent parcel along Brodiaea Avenue. All Project-related activities would occur within roadway right-of-way along Brodiaea Avenue or on the Project site. Access to the Project site would occur from Brodiaea Avenue. No construction activities, including storage or vehicle or equipment, would encroach upon the adjacent Quincy Wash. Erosion and sediment control best management practices (BMPs) would be implemented prior to and during the construction process in accordance with all local, State, and federal Stormwater Pollution Prevention (SWPPP) laws and any requirements of the California Regional Water Quality Control Board, Santa Ana Region. The stockpile is anticipated to be a temporary feature, with the stockpiled material to be used for future undefined projects to be undertaken by the Project Applicant. The future grading and/or transport of the stockpiled material would be subsequently addressed in a separate California Environmental Quality Act (CEQA) document.
