Document Description
The proposed project will provide manual transfer switches to allow for connection to backup power (portable generators) at seven residential buildings on the Yountville Veterans’ Home campus: Lincoln, Wilson, Roosevelt, Washington, Truman, Kennedy and Johnson Halls. These residence halls are contributors to the historic district. The project scope includes installation of exterior transfer switches in a metal cabinet mounted on a concrete pad outside each of the 7 residence halls; electrical conduit and conductors to connect the new transfer switches to the main electrical panel for each building; exterior conduit trenching and resurfacing at trenches. Some conduits may be constructed by boring under walkways. Surface replacement will be asphalt pavement and landscape turf and shrubs; some concrete pavement may also need replacement. Conduit penetrations into the buildings will occur low on the elevation and painted to match the adjacent wall so as not to be obvious.

Reasons for Exemption
The project qualifies for a Class I exemption which exempts minor alterations upgrades/improvements at an existing building and involves negligible or no expansion of the existing building use. Each building included in the project scope is eligible for listing on the National Register of Historic Places as a contributor to the Veteran’s Home of California Historic District, and the historic district is included on the Master List of state-owned historic resources. Review of the project plans by a Preservation Architect determined that the project complies with the Secretary of the Interior’s Standards for Rehabilitation and will not have an adverse effect on the historic nature of the resources. The State has confirmed no exceptions to the exemption apply.
