Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Small Outdoor commercial cannabis license submitted on 1/30/25 by Round Valley Farming Partners, LLC. The Project will consist of a legacy small outdoor cannabis cultivating 5,376 square feet of mature cannabis. The Project will consist of a legacy small outdoor cannabis cultivation done within 8 Ag Exempt permitted greenhouses. DCC application LCA24-0000674 is for a Small Outdoor license to cultivate 5,376 square feet of mature cannabis. Irrigation for cannabis is provided from an existing well within the subject parcel. The proposed activity is irrigated on a timed, drip irrigation system to minimize water usage as part of the proposed activity. There is a barn used for equipment and materials storage and is not used for cannabis purposes. Irrigation is provided from an existing well within the subject parcel. The applicant contracts with wholesalers to pick up bulk product and process and conduct wholesale sales off site. All work is done by the applicant with a single employee that lives within the subject parcel. There is no processing done within the subject parcel and no buildings are used for cannabis for processing. The proposed activity area is predominately agricultural and residential with the subject parcels adjacent to the Pear Ranch area of Covelo, which was previously subdivided in 2015. Upon review, no perennial streams or other watercourses were identified within the subject parcels. Water pump is powered by PG&E direct connection. Energy for all other activities are provided by an onsite permitted solar electricity array is located adjacent to the cultivation area and includes battery backup and powers. The solar power used within the subject parcel is permitted by the County. An electrical generator is used for residence and for cultivation when there is an emergency power outage and PG&E is not delivering service to the subject parcel. The California Department of Fish and Wildlife (CDFW) reviewed the initial application and determined that a Lake or Streambed Alteration Notification is not required (1600-2017-0555-R1). There is an on-site septic system that has existed with the residence since 1955. The proposed activity would not violate any water quality standards, waste discharge requirements or otherwise substantially degrade surface or ground water quality. Applicant meets waste discharge requirements per Water Quality Order WQ 2019-0001- DWQ (WDID # 1_23CC423425). No changes in operation are proposed and no expansion of the cultivation area has occurred since 2017 and 2018 when the initial County permit and State license were approved for the proposed activity.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
