Reasons for Exemption
The Pillars of Community Garden and Gathering Space project is categorically exempt from CEQA pursuant to Section 15301 as it is an existing facility and project improvements involve repair and minor alteration to the facility involving negligible expansion of the existing use. The project is also categorically exempt from CEQA pursuant to Section 15303 as it consists of the construction of accessory structures to the community garden (gazebo, deck, pergola, planters, seating, shed, etc.) which are all small structures. The project will also include new gardening (hanging planters, planters, pots, trellis, etc.) which is also categorically exempt from CEQA pursuant to Section 15304(b). Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
