Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Distributor and Specialty Indoor commercial cannabis license submitted on 8/5/2025, by LUVBRITE COLLECTIVE. The Project will consist of the indoor cultivation and distribution of commercial cannabis products under State and local law. Operations would be Monday through Friday: 7:00 AM to 4:00 PM (all licensed cannabis activities); and Saturday and Sunday: 7:00 AM to 10:00 AM (cultivation only). Existing City sewer service is provided to the project site, and water and electricity are provided by the City of Los Angeles Department of Water and Power. The subject site is a fully developed lot within the West Los Angeles Community Plan Area. The lot is approximately 134 feet deep and a width of 49 feet along South Cotner Ave. The site is currently developed with a 3100 - Industrial - Light Manufacturing - One Story building, built in 1973 proposed to be maintained.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services.
