Document Description
The project is a General Plan amendment to incorporate a new Environmental Justice Element into the Sonoma County General Plan 2020. The Environmental Justice Element identifies low-income areas with disproportionate environmental burden, called Environmental Justice Communities, and establishes new goals, policies, and programs to advance health in those areas and across the unincorporated County. Policies and programs address pollution exposure, access to public facilities and healthy food options, community public health, safe living conditions, and civic engagement in public decision-making processes.

Reasons for Exemption
The adoption of a new Environmental Justice Element for the Sonoma County General Plan is exempt under CEQA Guidelines Section 15061(b)(3) (the common sense exemption) because CEQA applies only to projects which have the potential for causing a significant effect on the environment. The Environmental Justice Element is a programmatic document that will not result in any direct or indirect physical change in the environment or approval of any development project. It can be seen with certainty that there is no possibility the proposed general plan amendment will result in a direct or indirect physical change in the environment.
