Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Medium Outdoor commercial cannabis license. The proposed cannabis farm will consist of approximately 1-acre of sun-grown mature canopy and 2,000 square feet of immature plant canopy grown in two 20’ x 50’ hoop houses. Additional features include gated security fencing; a 4000-sf metal shop for cannabis storage and processing; a 120-sf shed for storage of agricultural chemicals and pesticides; a 100-sf shed for general storage and a 9’ x 20’ area for cannabis waste composting. The project premises will occupy approximately 4 acres of the property. The garden area is proposed to be in the northwest quadrant of the property along the ridge line. Irrigation will be provided by an onsite groundwater well, with 4 plastic storage tanks providing 20,000 gallons of water storage. No construction activities are planned to occur in the proposed garden area. Grading and construction are planned for the metal shop only and will follow all state and local regulations. The project will require between 2 and 10 employees and typically operate between 8AM and 5PM, from April until November. Electricity will be provided by PG&E.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
