Reasons for Exemption
Air quality, GHG, and VMT analyses were conducted to determine if the award of a collection service contract as proposed would result in impacts that exceed significance thresholds or conflict with plans. The assessments conclude that this is not the case, and it could be seen with certainty that there is no possibility that the project could have a significant effect on the environment (Section 15061(b)(3)). Furthermore, the collection service provider would be using existing facilities (Section 15301) and the award of solid waste contracts is an action taken by the Authority to assure protection of the environment (Section 15308).
