Document Description
To inform project engineering and design for the Bayside Community Resiliency Project, a geotechnical field investigation is required. The investigation will include 10 geotechnical borings and 21 ConePenetration Test (CPT) soundings. Each boring is anticipated to drill a 4-5 inch wide hole, while the CPT cylindrical friction sleeve is approximately two square feet. Each would be driven to a depth of 30 to 100 feet. No staging of the drill/CPT rig is required as only one boring hole will be drilled at a time. Staging of any collected materials will be located at the City of Imperial Beach's Public Works Yard. The field work is anticipated to require one month to complete (currently anticipated to begin on September 15 and end on October 10, 2025). The City of Imperial Beach, as lead agency, would issue a Special Use Permit and the Port of San Diego, as a responsible agency, would issue a Right of Entry permit and Conditional Project Approval.

Reasons for Exemption
The project meets the definition of CEQA Guidelines Section 15306, which exempts information gathering activities from CEQA. Furthermore, none of the exceptions listed under CEQA Guidelines Section 15300.2 (Exceptions) would occur with project implementation. All boring locations have been selected to avoid sensitive environmental resources, such as special-status plants or historical resources (see "Bore Site Rare Plant Survey Results" [November 2024], prepared by Fred Roberts and "Archaeological Resources Management Report for the Bayside Community Resiliency: The Living Levee Project and Geotechnical Field Investigation, San Diego County, California" (March 2025), prepared by ASM Affiliates.) In addition, the borings are not located in areas with known hazardous or critical concern, and no damage would occur to scenic resources along a designated scenic highway. Lastly, there are no unusual circumstances associated with the proposed activity that would result in a significant impact on the environment.
