Document Description
The proposed project will replace existing air handling units (AHU) and associated branch pipes inside the mechanical penthouse room with new AHU and branch pipes. The project will also replace existing fan coil units located inside office rooms with units of the same type and size and provide new HVAC controls to interface with existing digital control panel. The project will not result in changes to the building structure, size, area, door swings, wall or ceiling, occupancy, operation or use, fire/smoke dampers, ceiling or wall penetrations with ducts, pipes or conduits.

Reasons for Exemption
Class 1 exemption allows for the repair, maintenance, or minor alteration of existing public facilities, mechanical equipment, involving negligible or no expansion of existing or former use. The project is limited to the replacement of mechanical equipment necessary to maintain a working facility. Buildings 8 and 9 are contributors to the Porterville State Hospital Historic District, and therefore deemed eligible for the National Register of Historic Places and included on the State's Master List of state-owned historic resources. The project plans were review by a Preservation Architect and determined to be in conformance with the Secretary of the Interior's Standards for Treatment of Historic Properties (SOIS), and therefore will not have an adverse effect on the historic nature of the resource. The State has confirmed no exceptions to the exemption apply.
