Document Description
This project grants a utility easement to Pacific Gas & Electric (PG&E) for the installation and operation of underground electric service conduits across Pismo State Beach property. The easement will support permanent utility service to several critical Department facilities, including CDPR employee housing, a wastewater lift station, and recently installed electric vehicle (EV) charging infrastructure.
The easement area consists of approximately 1,622 square feet, located entirely within State Park boundaries on previously disturbed ground. As depicted in the legal description and plat map prepared by PG&E (dated April 29, 2025), the alignment connects two service points with one main line extending from a pull box (#5) to a new transformer (T68867) and associated service panels. These facilities are necessary to fully energize and activate infrastructure already constructed under prior project approvals.
Trenching and conduit installation will occur within areas previously developed for infrastructure, access, and utility corridors. All ground disturbance will be minor and temporary. No native vegetation or sensitive habitat areas will be impacted. Excavation is anticipated to remain shallow (typically less than 36 inches in depth), and all soils will be backfilled and compacted upon completion. No grading, demolition, or structural construction is proposed within the easement corridor.
This easement action does not expand the operational footprint of the park or introduce new land uses. It merely formalizes utility service routes to existing facilities necessary for safe, efficient, and sustainable park operations. The housing and EV charger facilities supported by this easement are part of broader departmental efforts to improve recruitment and retention of park staff and advance clean transportation initiatives.
The easement qualifies for a Class 5 Categorical Exemption under CEQA Guidelines §15305 for minor alterations in land use limitations, specifically the issuance of a utility easement with negligible environmental impact.
