Document Description
The City of Petaluma is implementing its Zero-Emission Fleet Transition Plan by installing five dual-port ChargePoint electric vehicle charging stations at the existing Transit Operations Center to support electric charging for up to 10 City busses. The project includes all associated electrical infrastructure, conduit, wiring, concrete pads, bollards, pavement resurfacing, and striping. Coordination with PG&E will facilitate transformer installation, which will consist of underground utility trenching, conduit installation, construction of concrete footings and pads for electric equipment, repaving of the disturbed asphalt parking lot and the installation of the electrical charging equipment. The work will be completed by a certified contractor with Electric Vehicle Infrastructure Training Program (EVITP) and ChargePoint certifications, ensuring proper system integration, testing, commissioning, and staff training. Construction staging will occur onsite, and the construction duration will occur over a period of six months.

Reasons for Exemption
The project is limited to the installation of electric bus charging stations, associated power blocks, a transformer, and underground utility connections at the City's existing transit center. The project involves only minor construction and utility extensions, will not expand or change the current use of the transit center, and will not result in any substantial adverse environmental impacts. The improvements will take place within areas that have already been disturbed, such as pavement or gravel. There is no expansion of use beyond what currently exists, and the new charging infrastructure will be small and consistent with the existing facilities at the Transit Center and in the vicinity. There are no cumulative impacts, unusual circumstances or other factors that would make the exemption inapplicable. The project therefore qualifies for a Categorical Exemption under CEQA Guidelines Sections 15301 (Existing Facilities) and 15303 (New Construction or Conversion of Small Structures). City Council approved the project on August 4, 2025.
