None of the exceptions under CEQA Guidelines section 15300.2 apply because the project is not near a scenic highway, does not involve a hazardous waste site , does not impact historical resources and there are no cumulative effects of the minor subdivision because there is no structural development proposed, and existing driveways will be utilized.
