Document Description
The project consists of a Minor Use Permit to allow for Automobile Rental at an existing Major Auto Repair facility located in the McClellan Park SPA. The proposed rental cars will be stored in an existing paved area on the parcel and retail activities will take place within the existing building onsite.
The project site is fully developed with a 140,895 square foot building, paved parking lot and associated landscape on an industrial zoned parcel within McClellan Park (a former US Air Force base). The project site is located along a four-lane roadway and is not environmentally sensitive.

Reasons for Exemption
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project consists of the addition of an Automobile Rental service on a parcel with an existing Major Automobile Repair facility. The proposed area for the rental use is within an existing paved area (approx. 3,338 square feet) on the site and does not propose new site improvements or paved area. All retail related activities will take place in the existing building. The existing building is 140,895 square feet making the new use area an approximately 2% expansion the total use area. Thus, the addition of the rental area is a negligible expansion of the existing use, and is therefore exempt from the provisions of CEQA.
