Document Description
The Gateway Cities COG represents twenty-seven cities of southeast Los Angeles County, as well as the County of Los Angeles and the Port of Long Beach and several unincorporated areas of the County. Cities include: Artesia, Avalon*, Bell, Bellflower, Bell Gardens, Cerritos, Commerce, Compton, Cudahy, Downey, Hawaiian Gardens, Huntington Park, Industry, La Mirada, Lakewood, Long Beach, Lynwood, Maywood, Montebello, Norwalk, Paramount, Pico Rivera, Santa Fe Springs, Signal Hill, South Gate, Vernon, and Whittier. *Note that only mainland cities are included in the project area for this effort, and Huntington Park will be submitting their own, separate application. Many of these cities are historically underserved but have strong potential for economic development and digital equity.
This project contains 489,046 feet of underground fiber, 184,402 feet of aerial fiber, and upsizing of existing fiber of 11,352 as well as utilizing 200,640 feet of existing partner fiber network. All underground routes will be laid within existing rights of way while all aerial routes will be attached to pre-existing poles.

Reasons for Exemption
Construction of the project will occur within existing trenches and/or previously disturbed areas and require minor trenching and backfilling. Installation will take place within city rights of way which are currently occupied with existing utilities, including fiber network lines with no expected expansion of physical footprint. The fiber network consists of underground and aerial fiber infrastructure and any small structure will be buried underground. Any above ground fibers will be placed on existing utility poles.
