Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15301, Existing Facilities; and where the exceptions listed In Section 15300.2 would not apply. This exemption applies to minor alteration of existing structures 1nvolv1ng negligible or no expansion of existing or former use and includes example (a): "Interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances". The project would convert an existing garage and guest quarters into an accessory dwelling unit. The proposed ADU would be constructed on the first floor of 671 Loring, beneath the existing second floor ADU. The work proposed includes interior work, wall rehab1htatIon, and replacement of the existing garage door. The project does not add to existing floor area and the underlying residential use would remain. No grading is proposed. The project is consistent with this exemption, and the exceptions fisted in Section 15300.2 do not apply. The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
