The City’s contractor, Duke’s Root Control, Inc., will conduct smoke testing in the Portola Highlands and Crestmoor neighborhoods to identify any defects within the sewer system as part of the Earl Ave. / Glenview Ave. Sewer Main Improvement & Replacement Project. Any smoke injected into the sewer system will reveal defects at points where it escapes. The contractor will observe and document smoke exits to identify issues such as cracks, unpermitted connections, or open cleanouts.
