Document Description
Coastal Development Permit (CDP) to repair falling slopes by removing the existing 50-foot-long wood retaining wall and deck and replace with new masonry walls at an existing single-family residence, on a 0.65-acre site. The proposed masonry walls would be located west of the existing residence would range 1 feet to 5 feet In height and be approximately 160 feet In length. Proposed grading to repair slope would include approximately 4 cubic yards of soil cut at a maximum depth of cut of three feet and approximately 83 cubic yards of fill at maximum fill height of 8 feet within a 0.0357-acre area. Landscaping, irrigation, and a new drain system would also be installed. No work Is proposed to the residence. The site is located in the RS-1-2 (Residential-Single Unit) Zone, within the La Jolla Community Plan, Coastal Overlay Zone (Nonappealable), Coastal Height Limit Overlay Zone, Brush Management, and the Parking Impact Overlay Zone (Coastal Impact). Reasons for Exemption
The City of San Diego conducted an environmental review that determined the project would not have the potential to cause a significant effect on the environment. The project meets the criteria set forth in CEQA Section 15301 which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures (public or private), facilities, mechanical equipment, or topographic features, involving negligible or no expansion of existing or former use. Since the project consists of a slope repair and removal of a deteriorated wooden retaining wall to be replaced with new masonry walls that would result In a minor alteration and negligible expansion of the existing use/structure, this exemption is deemed appropriate for this project. Further, class 2 of CEQA Section 15302 consists of replacement or reconstruction of existing structures and facilities where the new structure will. be located on the same site as the structure replated and will have substantially the same purpose and capacity as the structure replaced. Since the project involves the replacement of an existing wooden wall and the construction of new masonry walls, this exemption is deemed appropriate. The exceptions listed in CEQA Section 15300.2 would not apply In that no cumulative impacts were Identified; no significant, effect on the environmental were identified; the project Is not adjacent to a scenic highway; and the project was not Identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code.
