Document Description
The applicant is requesting a density bonus and modification of the conditional use permit that established the Hollies Affordable Housing Project to add ten (10) very low income dwelling units to the affordable housing project. The Hollies Affordable Housing Project is a permanent supportive housing facility consisting of 58 very low income units and one caretaker’s unit. The requested modification would result in 68 affordable dwelling units and a total of 69 dwelling units. As the project is a 100% affordable housing project, the applicant is requesting waivers to certain City development standards under State Density Bonus Law, including a reduction in the parking requirement from 69 spaces to 59 spaces and a waiver to install electric vehicle charging stations.

The project is categorically exempt from CEQA under CEQA Guidelines Sections 15301, 15302, and 15303 as it is an existing facility involving the demolition and reconstruction of a small 6,326 sq. ft. structure in the same location and the conversion of said structure from an unoccupied commercial space to a residential space consisting of 10 units affordable to very low income households. None of the exceptions set forth in CEQA Guidelines Section 15300.2 exist.
